Japanese... wow, maybe its a cultural short-circuit or something? why would you "frame" the truck like this? seriously, do they think that people will walk into the truck hidden in plane sight, OR are they just following a rule saying that all parked renovation related cars must be enclosed? likely the latter. But that begs the question; "WTF would anyone make an open-ended rule like that? (=_=')
No doubt there are other equally ridiculous "thoughts" behind a move like this that you can come up with. (Please do so in the comments ) and this by the way, is not a special case, all (ALL!) smaller trucks are inclosed like this. Some more extravagant than others though.
